Under the Construction (Design and Management) Regulations 2015 (CDM 2015), clients have a number of duties that must be adhered to in order to ensure the health, safety and welfare of workers on-site. The most important duties for clients include:

  • Ensuring the health, safety and welfare of workers is taken into account throughout the construction phase
  • Making sure that there are appropriate arrangements in place for coordinating and managing health and safety on-site
  • Ensuring that workers are given the appropriate information, instruction and training to enable them to work safely on-site
  • Ensuring there are adequate welfare facilities on-site
  • Making sure that the construction phase plan is approved before work starts
  • Keeping a suitable record of construction or demolition activities and any health, safety and welfare issues arising
  • Monitoring the effectiveness of the measures taken to control risks on-site
  • Making sure that any changes to the project are managed and monitored for their health, safety and welfare implications.
