What is a Principal Designer under CDM 2015?
The Principal Designer (is an important new position introduced by the Construction (Design and Management) Regulations 2015 (CDM 2015). The PD is responsible for planning, managing, monitoring and co-ordinating health and safety in the pre-construction phase of a project.
What are the duties of the Principal Designer?
Under the Construction (Design and Management) Regulations 2015 (CDM 2015), a principal designer is responsible for managing the pre-construction phase of any construction project. Principal designers are usually appointed at the start of a project, and are responsible for planning, managing and monitoring health and safety throughout the design process.
The principal designer must ensure that all designers involved in the project cooperate and coordinate, so that a health and safety plan can be put in place which covers all aspects of the design. This must include risk assessments, safe systems of work, emergency plans, and any other relevant measures necessary to protect workers who will carry out the construction works.
The principal designer must also provide the principal contractor with suitable information about any foreseeable risks, and help the contractor put measures in place to manage those risks. They must also ensure that designers comply with their duties throughout the design process, and keep up-to-date records of all health and safety matters.
In addition, the principal designer is responsible for providing advice on any changes to the design that could affect health and safety.
